The work of PSAC 901 Unit 1 bargaining unit members is highly respected and the University remains committed to reaching an agreement that both parties can ratify.
With that commitment in mind, the University tabled a comprehensive offer (linked below) on Sunday, March 9, prior to the strike deadline.
The University’s comprehensive offer to renew the collective agreement for a three-year term includes:
- Annual across-the-board increases of 3% / 2.25% / 2.25% which align with recently ratified settlements at Queen's.  As of May 1, 2026, the hourly wage rate would be $50.00; expressed as a stipend for Teaching Fellows, it is $9,924. These increases include a significant market adjustment, effective May 1, 2025, which would bring the wages for part-time graduate student workers at Queen’s in line with wages paid at comparator U6 research intensive universities in Ontario. &²Ô²ú²õ±è;&²Ô²ú²õ±è;&²Ô²ú²õ±è;
- In addition to the wages/stipend rates that Queen’s pays, there is a 3% payment in lieu of benefits (equivalent to an additional $1.50 per hour) which is a unique and continuing feature of the Queen's-PSAC collective agreement among other research-intensive universities in Ontario (U6).
- A $200 lump sum ratification bonus payment in the 2024-25 Academic Year following ratification.
We are disappointed that the parties have not yet reached a tentative agreement to renew the PSAC 901 Unit 1 collective agreement, despite best efforts and Queen’s fair and competitive offer.

*Please note: the proposal at link was presented by the University’s bargaining team to PSAC’s negotiating committee on March 9, 2025. It is the most recent University proposal and follows several months of bargaining. In design and format, it is typical of the sort of written proposals that parties, in a collective bargaining context, regularly exchange as part of the process.
